What companies or people should I contact for home improvement work for foreclosed houses. Services offered are painting, carpentry, tiling, cabinet installation.

Contact a general contractor, use his subcontractors, or call the union halls.

I’m not sure what you are asking. Either you want to renovate foreclosure properties for banks, or you want to renovate foreclosure properties for buyers.
Banks don’t renovate their foreclosures. They will clean them up, but they don’t renovate. Buyers either do the work themselves, have buddies help them out, or hire a contractor.
